Design a parameterized Round Robin Arbiter that grants access fairly among multiple requesters.

Requirements

1. Parameterize the number of request inputs (N).
2. Only one grant should be asserted in a clock cycle.
3. The next arbitration must begin from the requester following the last granted requester.
4. If no requests are active, all grant outputs should remain deasserted.
5. The design should be scalable and synthesizable.
6. Use synchronous reset.
