For a journalist, a brilliant idea is not enough. It has to have the 5 Ws and 1 H, the right sources, structural design, newsworthiness, relevance to a publication that you intend to share it with, and several other random variables. Once you set these structures up, only then could you be ready to share your idea with the commissioning editor in a publication. Staff journalists go through a different system when they share their ideas in their newsrooms - they might have weekly pitch meetings or work through Google sheets. For a freelancer, your pitch is your currency, your business card, and your foot through the proverbial door.
