R.K. Singla served as the State Drugs Controller/ Joint Commissioner, Food and Drug Administration, Haryana. He has about 41 years of work/professional experience in pharma/ medical devices/cosmetics /food/ homeopathic medicine industry including Licensing (as Licensing Authority), auditing, inspections related to manufacturing & sale units of medical devices, drugs, cosmetics, homeopathic medicines, etc. He has successfully implemented the policies /various Acts & Rules of the Government during the tenure at FDA & later at Haryana Medical Corporation Ltd post his super-annuation. His experience also includes carrying out large number of inspections for issuance of COPPs, WHO GMP, cGMP, and also issuing large number of Drug manufacturing & Sale licenses, Medical devices manufacturing, Cosmetics manufacturing licences, Homeopathic manufacturing & sale licenses, Recognised medical institutions (RMI)Certificates to Hospitals, free sale certificates etc.as the Licensing & Controlling Authority at FDA. During his tenure, he was the controlling authority under D&C Act & Rules for the Drug enforcement officers of the State at the FDA. Also, he has vast experience in court matters relating to D&C Act, DPCO , Essential commodities act, Drugs & Magic Remedies Act, Poison Act, etc. Had also implemented Drug Price control order 2013 in the State, so has in-depth knowledge of provisions of DPCO. He has been working as a freelancer since July 2018 for Pharma / devices / cosmetics companies & has been successfully guided/advised companies on various regulatory & other issues. He has also been the licensing Authority for Retail & Wholesale licenses of Chemist shops for a period of more than 12 years & has also vast experience of about 40 years of auditing Drugs/ medical devices/Cosmetics /Homeopathic Manufacturing and Retail & Wholesale Chemist shops for about. He was a member of the Drugs Consultative Committee meetings & thus has got vast experience in Drugs Regulatory affairs at each level.
