About me
Rohan Agarwal is the Founder, CEO and Creative Strategist of Illumineye Communications, a boutique firm specialising in perception management, impactful storytelling, creative communication, social media strategy, public relations, and political consulting.
With nearly a decade of experience in strategic communication and digital influence, he has led high-impact outreach for police departments, government ministries, political leaders, celebrities, brands, and non-profits across India. Illumineye is the only agency to have worked simultaneously with three state police departments: Delhi, Uttar Pradesh, and Uttarakhand.
He is widely recognised for pioneering meme-led, citizen-first communication that reshaped public safety messaging into content that informs, engages, and drives behavioural change. Under his creative leadership, Delhi Police’s Instagram grew organically from 60,000 to 400,000 followers in 90 days. His topical and moment marketing campaigns have, on several occasions, outperformed brands such as Zomato and Amul in reach and engagement.
Known for deep audience research and sharp narrative design, his team crafts impactful content in English, Hindi, and Hinglish that builds credible presence and long-term engagement. Across platforms, he has contributed to adding over 1 billion organic followers to clients’ digital ecosystems.
Beyond law enforcement, he has executed strategy-led campaigns for first-time political candidates, shaping credible public positioning from the ground up. His communication style resonates strongly with Gen Z through culturally relevant memes, trends, and contextual storytelling.
His work has been featured in national and international media and showcased on the Prime Minister’s Mann ki Baat platform. Campaigns under his leadership have made it to global platforms such as AdForum and Ads of the World.
In 2025, his wildlife awareness campaign Save for Later was selected among the 100 Great Ads for Good globally and featured at the Cannes Lions International Festival of Creativity. He serves as an international jury member for creativity and impact awards in Europe.
He has trained more than 10,000 police personnel across India in OSINT and digital investigation practices, strengthening the public–police interface nationwide. He also advises grassroots NGOs in animal welfare and climate action on a pro bono basis and mentors young professionals through his online course on copywriting and digital communication.
His recognitions include Creative Strategist of the Year 2024, commendations from DG-rank officers, a nomination for the International Association of Chiefs of Police 40 Under 40, and the Award of Excellence from IHM Pusa.
Rohan orchestrates communication campaigns with a distinct touch. His ability to convey vital messages with sincerity and employ memorable lines is both noteworthy and commendable.
