Interview Preparation

I am planning to switch jobs. My current company has a 3-month notice period.

Is it advisable to resign without having an offer in hand?

I have 4.3 years of experience. Due to the 3-month notice period, interviews are not being scheduled.

Please suggest what would be the best approach.
