I believe there is much that you can achieve if you manage your own Virtual Machines, you can either host the physical layer on-premises or rent cheap physical machines to use and build your online and development services.

This is because also the bill for hosted VM (VPS) typically does not add up: you spend too much and do not actually get the control and the flexibility you need, let alone the horsepower you pay for.
